SkunkWeb_ has a "message catalog" feature which they say helps in serving multilingual documents. Similar in concept to GNU's gettext catalogs? Would it be an asset to Cheetah and/or Webware? SkunkWeb's source docs say it was easy to implement, and they output-cache each language-version separately.
See README, FAX, docs/opman.tex and docs/SkunkWebIPC_10.tex for details. But if there is extensive documentation on this feature, I haven't found it.
